The Canadian Government has referred the Ne Temerc decree to the Supremo Court of the Dominion, asking it to decide whether the laws of the province of Quebec render null and void unless it has been contracted before a Roman Catholic priest, any marriage that would otherwise be legally binding. London, February 7 23. The verdict of the enquiry into the Delhi wreck was that .the vessel was not navigated with proper seamanliko care, and the loss was due to the master’s default. Considering Die master’s unblemished character, the trying circumstances, and the ability shown ,by the master after the casualty;, the Court refrained from dealing with his certificate.

In the House of Lords Lord Minton (ex-Yiceroy of India) said the Government did not appreciate the grave issues of removing the capital. Lord Ampthill attributed Lord Curzon’s action to resentment at what lie considered reversal of In’s policy. Lord Morley (Secretary for India) said it was clear that the Government had satisfied public opinion in India, where the proposals were warmly received, and that Lord Curzon’s remarks were not justified from his authority and experience of India. Lord Lansdowne said that many, both here and in India, had grave doubts of the wisdom of the now policy, but once it was decided upon they should do nothing to interfere with its success. The matter then dropped.
A German stoker who is a naturalised Englishman has been arrested for espionage at Christiana aboard the Foxhound, on board which vessel he had served for eight months. He was discovered making notes in cypher and 'was conveyed in irons to Chatham.

A firo broke out at the Western Coal Company’s mine at Colgate. Oklahoma. Lighty men are cut off but many dashed for safety, escaping in the nick of time. Six are dead and their bodies have been recovered. It is believed that forty are still entombed. The rescuers are active, but there is believed to be but little hope. Tokio, February 23.
A 5 per cent loan of .CD, 173,000 at DS is to be raised for the municipalisation of the tramways and electric lighting, issued in London, New York and Paris. The French portion of £4,000,000 has boon subscribed sevenfold.
