COAL EXCHANGE EXCITED. (Received 20, 11.0 a.m.) London, February 19. There is excitement on the Coal Exchange. Prices in South London have advanced four shillings since Friday. The Conciliation Board representing the coal-owners and miners met privately in London. The executive of the National Transport Workers’ Union recommend in the event of a strike that all affiliated unions assist the miners in evfcry possible way. Elaborate precautions are being taken to prevent rioting in South Wales. The police arangements in the colliery villages are complete.
