Preaching before the Mothers’ Union in the Cathedral this morning Bishop Julius dealt with family lire and the duties of mothers in that regard. Accused was charged witli making false declarations in connection with Savings Hank business. Counsel contended that a Justice of the Peace was empowered to take only a statutory declaration. The permission was not imperative. He asked that the indictment he quashed on the ground that a Justice had no power to accept the declaration which was the ground of the charge.
