BOROUGH COUNCIL.

MONTHLY MEETING. The ordinary monthly meeting of the Stratford Borough Conned was held last evening. Present; The Mayor (Mr. J. Masters, m the chan), f r Pa«'ct, T. Lawson, R. Mciv. Mori sort, dT D. Healy, S. Ward. J\V. Boon, and J.’ McAllister Correspondence. Mr. J. Black wrote re the inspector’s recommendation that his propeltv should be connected with the sewer that he had clone what lie considered was sufficient.—After satisfying themselves that the Council had power to force anyone to connect with tne sewer, it was moved that if the recommendation was not compl.ed with within a week, the • Council would take legal proceedings.—Cr. Boon remarked that it was unfair to expect a man to get the work, done in that time, as it was almost impossible to get workmen for that class of work. He would give a man a n onth.—The Mayor stated that they would be satisfied provided they realised that the intentions of the owner w.ro towards complying with their request. A letter was received from the, act-ing-secretary of the Stratford Fire brigade applying for a donation of £.y towards the expenses of the delegate the brigade are sending to the United Fire Brigades’ Conference to bo held at Rotorua next month.—Cr. Ward remarked that he considered an officer of the Brigade.should make the trip. It was no use one of the men going.— I Hie mater was referred to the Fire Brigade Committee, with power to act. Inspector’s Report.

The Borough Inspector reported that from January Ist to the 31st inclusive he had impounded fifty-seven hfad of cattle. Three persons were convicted for riding bicycles on the B,of path, and one for driving without lights. Ho also cautioned a person b r taking some sand off the roads.— Adopted. Abattoir Report. The abattoir manager, Mr. A. Spilti.ari, reported having taken over the n.auagement of the ; abattoir on January 22nd from Mr. P. J. Sheridan, and found it in a thoroughly sanitary c--edition. The working arrangements ■inside the' abattoir were in first-class working order, and he was pleased to s: y that they were well up-to-date arid a good deal in advance of many-, abattoirs in New Zealand. The fences and gates wore all in good repair. He would like to draw the Council 5 s at- : C ation to the -necessity foV'.' having t-j.e small bridges replaced in padd cks, 2, •3, and 4. These bridges w-.-re, lie understood, washed away $. -me time ago. At the present tilno two of the butchers were paying feed on the south side of the stream, but did . not benefit by it, as sheep would not cross the water. He strongly rec-’ mmended that this work bo commenced at once. The slaughterman cv.rried out his duties in a very satisfactory manner’, and the butchers 5 carts were kept clean and in good order. Tire stock slaughtered at the abattoir during January was as follows: —76 cows, 20 heifers, 2 oxen, 8 calves, 200 sheep, 91 lambs, 28 pigs, 34 tripes were cleaned. Fees for the month were £56 6s 9d, paddock rout £l2 10s, sale of Wood and offal £4 10s. Stock condemned during the month: —Three cows wholly and six partially, tuberculosis, and two for actinomycosis; a heifer from tuberculosis; a calf, septic pneumonia; four pigs, from tuberculosis, peritonitis, and antbritis. ,

The points raised in the report wore left in the hands of the Abattoir Committee with power to act. Cr. Ward moved that the manager bo requested to furnish a report of slock killed by each butcher. Town Hall Committee’s Report. The Town Hall Committee reported that they had not yet got sufficient information on which to construct a report, and would therefore ask that tae time for their report be extended to the next ordinary meeting. In the meantime the Town Clerk was writing to J. C. Williamson and West’s Pictures asking for reasons why the Stratford Town Hall was being excluded from their tours. Ur. Ward remarked that while on this question lie would like to ask what arrangements had been made for fire escapes for the caretaker. It was decided that this matter should be left to the Town Hall Committee. Overseer’s Report. I bog to report on the progress of works for the past month as under;— The formation on Portia Street South lias been completed. The wooden platform in front of the Fire Brigade Station lias been removed, and a proper entrance made from the street. The erection of the firobell tower is almost completed. The sanitary work at the Fire Brigade Station has been let to Messrs. Smart Bros., their tender being the lowest. The work of clearing part of the Kopuatama Cemetery is well in hand. Loose stones are making their appearance on various streets. I intend to have them raked off as quickly as possible. A supplementary report was also tendered re a washout that had occurred in Broadway, near Romeo Street. The owner had filled in the old water course in her section, and evidently did not put down pipes large enough to carry storm water during heavy rain. Consequently the water flowed on to the footpath at the northern boundary of the section, doing considerable damage to the footpath. He would suggest that the owner be compelled to put this matter right. Re Mr. Davis’ request for attention to street fronting Ids property, this could be remedied at a cost of 80s. Re public conveniences, he estimated the cost of these as per plan at £lO7. The estimate for forming and metalling Fenton Street from

Miranda Street to gates at entrance to King Edward’s Park, a distance oi nine chains, was £lO2 lOs: to form a gravel footpath in Miranda street North from Seyton Street to TT Brown’s properties, a distance oi live chains, was '£l4. ‘ Referring to the public conveniences, which was a question lii st i aised by Cr. Ward after his trip to Australia, the Mayor said that it was impossible to have these built nucleiground, and they' could not be constructed in Broadway. Cr. Ward said he had not looked for anything so expensive as concrete —an iron stiuctune would do. The motion was hold over for the Works Committee to decide on a suitable site. In the matter oi King Edward Park approach, also, no immediate action was taken, the matter being referred back to the Committee for another report. With regard to the washout near Romeo Street, the Town Clerk was instructed to write to the owner requesting her to fix the matter up. The matter of Mr. Davies’ request was ordered to be put iu hand. Works Committee. The Works Committee reported as follows :—The Chairman and Overseer have been requested to report on the amount of crushed metal on hand, and The extra amount required for maintenance during the winter months—the , report to he d scussed together with the Works and Irinanoe Committees’ reporis re road roller. The Clerk has been instructed to draw the attention of the Railway Department to the state of the crossing from Broadway into the station yard. The Chairman, Mayor, and Overseer, together with representatives of the County Council, inspected Swansea Road South, and as the County Council is willing to spend £5 on the road, your committee recommend that this Council expend a similar amount, making £lO in all, the amount to bo .expended in the making of a tunnel at the spot required. ' Cr. Lawson brought up the matter ■of people cutting grass on the streets, or the sides pf the streets, and a resolution was passed so that people might be informed that should they so wish they are at liberty to cut the grass fronting their properties.

Accounts were then passed for payment.
