TRAFFIC CONGESTION.
SERIOUS POSITION ARISES IN CANADA. AN APPEAL TO AAIERICA. Ottawa, February 7. In order to deal with the situation arising from the congestion of freight traffic, duo to the efforts to move the grain crop from the Canadian West, an appeal lias been made to the American railroads for a reduction in rates on a wholesale scale. It is stated that thirty million bushels are frozen upon the prairies or in elevators.
