RUSSIA IN PERSIA.
ANGLO-RUSSTAN CONSTRUCTIVE POLICY. RAISING OF A LOAN PROPOSED. London, February 3. Britain and Rusisa are nearing the completion of an arrangement for a joint constructive policy to strengthen the Persian Government, by means of a loan of £400,000, enabling her to restore order. The programme requires recognition by a Persian-Anglo-Rus-sian agreement.
