ITALIAN SEIZURE OF FRENCH STEAMERS. ANOTHER VESSEL DELAYED. I Rome, January 27. France has undertaken to establish the identity of the Manouba’s passengers, and the matters of principle involved in tlie seizure will bo submitted to the Hague Tribunal. Paris, January 27. The Italians seize'd the French steamer Tavignano on the Tunisian mast, and have taken her to Tripoli. NO CONTRABAND FOUND. (Received 29, 8.5 a.m.) Paris, January 28. The Tavignano was released, no conirab'and being discovered aboard.
