Earl Grey ,speaking at the Guildhall in acknowledging the presentation of the Freedom of the City said Canada was destined to become a controlling power in the Empire. The desire for a full measure of Imperial citizenship was growing among thoughtful Canadians. All Canadian parties were equally loyal.
