Sir John Fuller (Governor of Victoria) welcomed the delegates. CONSTITUTION WILL NOT WORK WITHOUT CO-OPERATION. BANKING AND RAILWAYS. (Received 18, 9.35 a.m.) Melbourne, January 18. Sir John Fuller, in his opening remarks, said the Constitution was unworkable without friendly co-operation between the States and the Commonwealth. Mr. MoGoweh'foreshadowed that the conference marked a spirit of give and take. It was decided to ask Mr. Fisher to explain the Commonwealth banking and uniform railway gauge proposals.
