Paris, January 12. The newspaper “Debats” has published correspondence showing that under the pretext of railway concessions to a Franco-German group of financiers, M. Caillaux, when hinancc Minister, proposed to transfer tne whole outlet of French Equatorial Africa. M. Cruppi rejected the scheme, since ho was not retained as Foreign Minister in the reconstructed Moms Cabinet. M. Caillaux further conveyed to the German Government Ins willingness that Paris should bo the money market to the Bagdad railway. Ho also approved of the appoint incut of a German every three years in connection with Ottoman debt, and finally came to a general understanding with Germany on the political question. All this, the paper alleges, was while the Moroccan- question was unsettled, thus tying the hands of the French Government. A dossier presented to the Senate Committee includes M. Caillaux s ne-o-ctiation with Baron von Lanckm, Councillor of the German Embassy, wherein the Baron expressed surprise that the Minister of Foreign Affairs rejected certain German proposals .n view of the fact that an eminent French personage (meaning M. Caillaux) made much larger proposals to Germany. , . , M. The newspapers are unanimous in the view that the crisis must be terminated by tho appointment of a Ministry which is not influenced by personal ambitions, and is competent to deal with important problems. M. Bourgeois having declined the Premiership, M. Eallieres has offered it to M. Delcasse, who is consulting his friends.
