“IRISH TIMES” SAYS HOME RULE IN CONCEIVABLE, BIRRELL’S STILLBORN BILL. (By Electric Telegraph.—Copyright.) (United Press Association.) London, December 2. Regarding Archbishop Walshc’s declaration regarding the decree, that the Pope alone can declare whether the Church intends asserting the privilegium for Ireland, the Irish Times states that if assurances are withheld, Home Rule is inconceivable, and that Mr Birrell’s Bill will receive its quietus from the Vatican while unborn.
