Cruppi, Minister for the Interior, declares that the instructions whereon M. Cambon, Ambassador at Berlin, relied, referred exclusively to economic and commercial questions. M. Cambon’s despatches imply that the German Minister for Foreign Affairs was the author of the idea. Franco is following the subject with intense interest. i
