“The Times” Sofia correspondent reports that a train load of war material from Germany arrived on the Turco-Scrvian frontier, en route to Salonika and Constantinople. War preparations are vapidly progressing in the vilayets, especially in Albania and the vicinity of Montenegro. Five thousand troops will shortly reinforce'' Scutari.
