A PAPAL DECREE.
(Received 13,. 10.25 a.m.) ..London, December 12. A Papal decree forbids Catholics to sue a priest in the State Court without the permission of the ecclesiastical authorities. The “Standard” remarks that the decree is likely to react on national affairs more extensively and minutely than the “Ne Tertiere” Decree*
