CONSTITUTION FOR ULSTER.
IN CASE HOME RULE PASSES. (Received 26, 10.35 a.m.) London, September 25. A conference at Belfast of four hundred delegates from Unionist club’s and orange lodges resolved to frame a constitution for the provisional government of Ulster, to come into operation simultaneously with the passing of the Home Rule Bill.
