PORTUGAL.
ROYALIST PLANS. London, August 29. The steamer Ilossie, laden with war munitions, is detained at Barrow. The Daily Express states that Mr Gomez, a Portuguese Minister, believing the equipment of a certain steamer was connected with the Royalist plans in Portugal, communicated with the British Foreign Office.
