THE PARLIAMENT BILL
n (Received 25, 8.5 a.m.) London, May 24. 4he House of Lords was crowded when Lord Morley moved the second reading of the Parliament Bill. Ho said the methods of the Bill were not final, and it would be open to the Government when the Bill had passed to consider with tho Unionists the reconstitution of the second chamber. Meanwhile the Bill was there, and would stand.. He concluded by hoping that the leaders would avoid a course leading to extremities, possibly landing the country into great difficulty, and perhaps grave confusion. Lord Midlston recommended their Lordships to agree to \he second reading, with a view to moving in committee grave amendments. The debate was adjourned.
