A CHINESE LOAN.
FOR RAILWAY CONSTRUCTION. (Received 22, 8.55 a.m.) Peking, March 21. British, French, German, and American banks signed a loan for ten millions, and are issuing two portions for tho purpose of constructing a railway from Hunan to Hupei.
