E.P.S. NOTICE INVERCARGILL EMERGENCY PRECAUTIONS SERVICE. BLACKOUT TRIAL. PUBLIC NOTICE. PURSUANT to the Emergency reserve Corps Regulations 1941, the Lighting Restrictions Emergency Regulations 1941, the Lighting Restrictions Orders 1942, and their respective Amendments, I hereby ORDER and give PUBLIC NOTICE that a BLACKOUT TRIAL will be held on WEDNESDAY, 28th OCTOBER 1942, between hours to be notified by subsequent advertisement, throughout the City of Invercargill, the district of Rosedale, and that portion of the Borough of South Invercargill comprised in the district of the Invercargill Emergency Precautions Service, and that during the full period of such Trial the following conI ditions shall apply and be observed:— 1. Between the specified hours, a “PERIOD OF EMERGENCY” shall exist, but limited only to restrictions on lighting. 2. All EXTERNAL LIGHTS, including street lights, shall be extinguished, with the exception of railway and tramway signal lights and harbour lights. 3. All INTERNAL LIGHTS in premises or vehicles shall be completely blacked-out so that no light, reflection, or glow, escapes or is visible from any point outside such premises or vehicle. 4. Every OCCUPIER OF PREMISES where any person is present shall keep a room or rooms completely blackedout in accordance with the above Regulations and Orders for the full period of the Trial. 5. VEHICLES IN MOTION shall display only two parking lights and a taillight all screened with the equivalent of two thicknesses of newspaper. Rear lights which point upwards to illuminate the number plate shall be completely blacked-out. Partial exemptions: Vehicles of the Fire, Medical or Law and Order Units, and vehicles conveying doctors, may in addition display one dipped headlamp, but only while actually proceeding on urgent service. Other E.P.S. vehicles may display unscreened parking lights. In ALL cases, tail and rear lights shall be screened or blacked-out as above. 6. STATIONARY VEHICLES shall have all lights extinguished and as far as practicable shall be parked completely off the usable roadway. 7. CYCLE LIGHTS shall be screened with the equivalent of two thicknesses of newspaper. Cycles should show a red tail-light wherever possible. 8. TORCHES, whether used by E.P.S. personnel or by the public, shall be completely masked to show only a circle of HALF-INCH DIAMETER, and that circle shall be screened with one thickness of white tissue paper. Torches must not be pointed upwards. 9. All TRAMS and BUSES shall cease to run and shall remain stationary and unlighted throughout the period of emergency. Drivers will stand by with properly obscured torches to warn any approaching vehicles. 10. The public should not call for TAXIS except in unavoidable cases. Taxi lighting must comply with clause 5. 11. E.P.S. PERSONNEL. The complete Wardens Unit will operate. WARDENS will patrol for the full period of emergency and will enforce a complete blackout in their respective sections. After conclusion of period they will hand in reports of any offenders to their Senior Wardens who will transmit them to the Wardens Controller within 48 hours. Reports must show whether or not any non-compli-ance with the Regulations was rectified on request. Reports of offending motor vehicles must include the registered number. MESSENGERS attached to Wardens and Wardens’ Posts will report as usual. LAW AND ORDER OFFICERS attached to Wardens’ Posts and TRANSPORT CARS attached to Wardens’ Posts will report at their respective Posts. LAW AND ORDER H.Q. will operate with sufficient personnel and squads to reinforce Wardens’ Areas as may be required. TRANSPORT LIAISON OFFICER and TRANSPORT CARS attached to Law and Order H.Q. will report there. C.R.P personnel will report as directed only. EXCEPT as stated above, and except as may be directed by Controllers in individual cases, OTHER E.P.S. PERSONNEL ARE NOT REQUIRED to report at this Trial. 12. There will be NO compulsory DISPERSAL from theatres, factories, or other buildings in the business area or elsewhere, but a complete blackout must be observed. 13. NO SIRENS will be sounded. 14. Failure to comply with the above Regulations or this Order will render the offender liable to prosecution or, in the case of an occupier of premises, to have the lighting disconnected.
