Russian Concurrence (Rec. 9 p.m.) LONDON, October 15. It is stated in London that a Soviet declaration signed by M. Molotov on the punishment of war criminals shows complete agreement with the objectives the British Government had in mind in a statement made by the Lord Chancellor of the House of Lords on October 7. As regards Hess, he is one of the leaders who may be regarded as covered by a statement made by Mr R. K. Law, Under-Secretary of Foreign Affairs in the House of Commons yesterday. A Washington message states that Mr Sumner Welles, Under-Secretary of State, said it was gratifying to know that Russia agreed that the war criminals should be punished. He declined to comment on a proposal to try Hess immediately. SOME OF THEIR CRIMES Vichy radio says that a military tribunal at Lyons has sentenced nine people to terms of imprisonment ranging from a year to life for endangering the security of the State. The Luxembourg Government in London reports that the Germans shot 25 persons, including postmasters, teachers, professors, town clerks and workers when the Luxembourgers proclaimed their general strike as a proI test against the annexation of their country to Germany. A German military court has ordered the execution of five persons for antiGerman activity and also for activity against the established order in Bohemia and Moravia. The Independent Belgian News Agency reports that the Germans have fined Ghent £3BOO and have arrested 50 hostages because of a bomb explosion in a German billet in which one German soldier was injured. Berlin radio states that the ringleader and 17 other Communists have been sentenced at Rennes for distributing leaflets and have been put in gaol for seven years. One more German and an Austrian have been executed in Germany for espionage and for helping to reconstruct Communist parties. So far 95 executions, completed or pending, in Germany and Austria, have been mentioned since September 10 by the Germans.
