Criminals To Be Punished LONDON, October 7. A joint statement has been issued by Britain and the United States declaring that the criminals responsible for the war atrocities will be punished. A detailed list of such actions is being kept and retribution will be exacted from the perpetrators, whatever their rank. The Lord Chancellor, Viscount Simon, has reported to the House of Lords that a United Nations Commission to investigate war crimes is being set up and that this commission will wherever possible name those responsible. The object of the commission will be not to undertake mass executions, but to fix the blame on the men upon whom it should rest. The punishment of these criminals will not be delayed until after peace has been declared. It will be a condition of any armistice that they shall be immediately handed over to justice. President Roosevelt, in endorsing this official British statement of policy, said that the crimes were still continuing. In the House of Lords strong condemnation of Nazi actions was uttered by Lord Maugham and Viscount Cecil of Chelwood. NORWEGIANS SHOT Trondheim Court-Martial (Rec. 7.35 p.m.) LONDON, Oct. 7. The Oslo News Agency says a Trondheim court-martial proved that the Norwegians who have been executed belonged to groups of snipers formed and equipped by the “emigrants of London.” These groups had been instructed to hold themselves in readiness for a possible British invasion.
