(Rec. 8.45 p.m.) LONDON, Aug. 23. The Trades Union Congress annual report expresses disappointment at the American Federation of Labour’s refusal to participate in a British-Am-erican-Russian Trades Union Committee on the ground that there are no legitimate trades unions in Russia. The Russian trades unions rejected a suggestion that the Trades Union Congress should act as a liaison between the existing British-Russian and Brit-ish-American committees.
