BRITAIN’S CHANCES IMPROVED
(Received September 20, 10.30 p.m.) WASHINGTON, September 19. Mr Henry L. Stimson, Secretary of War, at a Press conference said the War Department’s advices on Britain’s chances of victory were much more optimistic than they were six weeks ago.
