NEW SYSTEM IN RUMANIA

TOTALITARIAN STATE FORMED (Received September 15, 6.30 p.m.} BUCHAREST, September 15. King Michael has issued a decree proclaiming that the structure of the State will henceforth be totalitarian and that the foreign policy will be based on that of the Axis Powers. The Iron Guard will be the only party recognized. The Prime Minister, General Antonescu, who becomes “State Leader,” announced the formation of a Government of which seven of the 12 Cabinet Ministers are members of the Iron Guard. It is understood that the Government was formed under strict German supervision. A decree declared that Rumania becomes a “national legionary State,” aiming to benefit the people morally and materially. The Iron Guard leader, M. Horia Sima, has been appointed Vice- ' Premier and commander of the Legionaries. M. Luca Sturdza is Foreign Minister.

The Moscow radio again Warned Rumania about the new alleged frontier incident. M. Dekanozov, who is M. Molotov’s second deputy, summoned Dr Grigore Gafencu, the Russian Ambassador, and described the incident as “provocative.” He added that the Soviet would not tolerate such actions. Dr Gafencu promised an investigation and punishments.
