In the House of Commons the Home Secretary, Mr J. R. Clynes, said the Government was investigating the report that the Third International was contemplating shifting its Western European bureau from Berlin to London because the Russian trade delegation here enjoyed extra-territori-ality rights and would not be liable to search.
