TOWN COUNCIL
COMMITTEE REPORTS. The following committee reports will be considered at the Town Council meeting tomorrow night:— RESERVES. The committee recommends: That Mr D. H. Tippett be informed that if he is willing to surrender his lease and accept a lease under the new conditions, this Council will pay half cost of reading and ditching not ex- ! cceding £75, providing he arranges for the County Council to pay the other half of the total cost, estimated by the town engineer at £150; that Mr W. F. Murphy be informed that the Council is not prepared to consider a lower upset rental for sections 4 and 5, block 10, than 15s per acre, and that the lease be offered for sale through Invercargill agents; that the triangular corner of section 2, block 11, being north of the road intersecting the section and containing about 20 acres, be exchanged for the corner of section 3, block 11, containing about 4 acres, provided Mrs Jackson is willing to carry out the transaction on the basis of £27 per acre; that a clause be inserted in the Seaward Bush endowment leases, providing that a tenant shall have no power to sell his interest in the lease until he has first obtained the consent of the Council, and that it shall be a ground for refusing such consent if the purchase money is more than the actual value of the lessee’s improvements at time of sale, unless 25 per cent, of difference representing the cquhy bo paid to the Coqwration; that the grazing rights for the Seaward Bush endowment recently held by Mr Frank Anderson be sold by tender, and that power to act be given the committee. The committee reports: Having examined accounts amounting to £ 1 S3 2s 4d and passed same for payment. PUBLIC WORKS. The Public Works Committee recommends: That the application by employees of the public works department for one penny half-penny (lid) per hour increase of wages as from May 1 be granted, and that the annual estimates be amended so us to provide an additional £500; that a sec-ond-hand dealers’ license be granted to T. G. Garstang on the usual conditions; that R. J. Murdoch be offered without prejudice the sum of ten guineas in full settlement of his claim for damage to his horse. The committee re;>orts: Having considered a letter from Messrs Smith and Do'amore, solicitors, regarding the claim made by Mrs Campbell for the value of an umbrella, and recommend that if action bo taken, the Borough solicitor be instructed to defend; having received a reply from the Health Inspector regarding the filthy condition of a house on a municipal leasehold in Liddel street, and recommends that the whole correspondence be referred to the District Health Officer in Dunedin, and that he be asked to take steps under the Public Health Act to effectively deal with the case, it being the wish of the Council that the house be condemned and demolished; having under consideration the construction of a Corporation yard and store on the western portion of the western reserve in accordance with the town engineer’s report, and will submit a plan to the next meeting; having examined accounts amounting to £042 15s 3(1, and passed same for payment. GAS, WATER AND TRAMS. The Gas, Water and Trams Committee recommends; That the following tenders for cast iron water mains be accepted:—A. and T. Burt. Ltd., 319 lengths, 10in., total £3042 10s; Richardson, McCabe and Co., 220 lengths, Gin., total £902 ISs 9d, delivered at power station in both cases. The committee reports: Having considered definite offers from Richardson, McCabe and Co. and the National Electrical and Engineering Co., Ltd., regarding Brill safety tramcars and recommend the following be accepted:—From Richardson, McCabe and Co., 0 Brill standard safety car bodies as per specifications No. 100, 4 to lie fitted with doors for left hand operation and 2 to be fitted with double doom at an estimated cost of .£OS extra per ear. Price delivered c.i.f.e., duly paid Dunedin and (or) Port Chalmers, per body £2020 10s based on the following, which would be subject to adjustment : Exchange 4 dollars equals 11, freight and insurance £225, duty £3<B, primage £l3. Six sets of Brill standard 79E trucks, price per (ruck exclusive of wheels and axles, c.i.f.e., duty paid Dunedin and {or* Port Chalmers, £231 10s, based on exchange 4 dollars equals £l, freight and insurance £lO, duty £4(5, primage £1 Iss. Six sets 20 inch -steel tyred wheels with cast steel centres mounted on axle, price per car set c.i.f.e. duty paid Dunedin and (or) Port Chalmers, £llO 10s, based on exchange 4 dollars equals £l, freight and insurance £lB, duty nil, primage £1 10s. Exchange, freight, insurance, duty and primage subject to adjustment up nr down. Agasote lining instead of steel side sheathing to be used at an extra cost of £lO 10s per car. From the National Electrical am.: Engineering Co., Ltd., electrical air and safety equipment, price per equipment, duty paid Bluff £975, subject to acceptance within one week. Allowing a margin of .£1;>0 per car for co-t of carriage from Port Chalmers or Bluff, assembling, painting, etc., the price will be approximately £3500 each complete. The order is given subject to the representative of the Brill Company obtaining the approval of the Public Works Department to the design and specification of the car, and including certain modifications specified which have been agreed to; having considered offers received for the construction of the cooling pond at the power station, and recommend that Messrs John Chambers and Son’s offer to carry out the work ns per schedule No. 2 (wood pipe) for £1544 net be accepted on the terms mentioned in their letter dated the 12:h of June; having examined accounts amounting to £7057 9s lid and passed same for payment. FINANCE. The Finance Committee recommends: That the Minister of Justice be urged to visit Invercargill at his earliest opportunity to enquire into the whole situation as regards reclamation and particularly with regard to the eastern embankment; that tenders be invited for the supply and erection of the party fence on the pilot reserve ; that the Government bo asked to permit the maximum ra'e of interest on borough debentures to be increased from 51 per cent, to 51 pier cent per annum; that the resolution passed on December 11 fixing the, time for opening the doors of the theatre for Sunday concerts at S p.un be rescinded and that the hour be made (.45 p.rn. RATES. That the estimated receipts and expenditure for the year ending March 31, 1921, as submitted be approved. And pursuant to section 78 of “The Municipal Corporations Act, 1905,” and section 48 of “The Rating AcL 1908,” the Invercargill Borough Coun cil make and levy a general rate of threepence and seven-sixteenths of a penny in the pound on the unimproved value of all the rateable property of the Borough of Invercargill, such rate to be for the year commencing on the Ist day of April, 1920, and ending on the 31st day of March, 1921. The said rate to be payable in one sum on the 9th day of August, 1920; also that pursuant to section 41 of the “Hospitals and Charitable Institutions Act, 1909,” the Council make and levy a separate rate for hospital and charitable aid purposes of four pence in the pound upon the annual rateable value of all Borough of Invercargill for the year commencing Ist day of April, 1920 and ending on the 31st day of March, 1921. The said rate to be payable in one sum on the 9th day of August, 1920; also that pursuant to section 51 of “The Municipal Corporations Amendment Act, 1913” and “The Rating Act, 1908,” the Council make and levy water rates in respect of ordinary supply; Upon all lands and buildings to which water is supplied a rate of one penny and seven-eighths of a penny in the pound on the unimproved value of all rateable property of the Borough of Invercargill for the year commencing on the Ist day of April, 1020, and ending on the 31st day of March, 1921' the minimum rate to be 10s. Upon all lands and buildings to which water can be but is not supplied within one hundred yards from any part of the waterworks, a
rate of one half of the rates mentioned in paragraph 1 hereof. Upon all buildings used as stores or warehouses or for any purpose other- than as dwelling houses, a rate of one-half of the rates mentioned in paragraph 1 hereof. The foregoing water rates to be for the year commencing Ist day of April, 1920, and ending on the 31st day of March, 1921, and to be payable in one sum on the 9th day of August, 1920. SEPARATE WATER RATE. That in pursuance and exercise of the powers vested in it in that behalf by “The Municipal Corporations Act, 1908,” and section 104 of “The Public Health Act, 1908,” and in order to meet the expenses incurred in carrying out the provisions of the “Public Health Act, 1908,” and in respect of the maintenance and working of the sewers and sanitary drains and sanitary works within the Borough of Invercargill the Council hereby makes and levies a separate rate of one halfpenny in the pound upon the rateable property of all rateable property within the Borough of Invercargill and that such separate rate shall be for the period commencing on the Ist day of April, 192U, and ending on the 31st day of March, 1921, and shall be payable in one sum on the 9th day of August, 1920. SPECIAL RATE. In pursuance and exercise of the powers vested in it in that behalf by “The Municipal Corporations Act, 1908” and “The Invercargill Borough Council Special Rate Empowering Act, 1918” and “The Local Bodies Loans Act, 1913,” the Invercargill Borough Council hereby resolve as follows; —That for the purpose of providing the interest and sinking funds and other charges on all the loans mentioned in “The Invercargill Borough Council Special Rate Ainpowerlng AcC 1918,” the Invercargill Borough Council hereby makes and levies a special rate of twopence half-penny in the pound upon the rateable value of all rateable property of the Borough of Invercargill within the area comprising the whole of the Borough of Invercargill. The said rale to he for the period commencing on t*-c Ist day of April, 1920, and ending on the 31st day of March, 1921, and to be payable on the 9th day of August, 1920. That the Public Works Committee be requested to lake into consideration the levying of a special charge on heavy vehicles owing to the high cost of street maintenance. That the Gas Committee take into considcraiion increasing the price of gas. That the Water Committee take into consideration the levying of an annual charge for the use of a hose. That the following remit be forwarded for consideration at the next municipal conference; —“That an annual license fee be levied on motor vehicles in addition to the registration fee.
