A NEW CONSTITUTION. EXTENSION OF SELF-GOVERN-MENT. (By Telegraph.--Pres* Assn. - Copyright.) (Australian and N.Z. Cable Association.) LONDON. June 16. A White Paper contains proposals for a now constitution for Burma, under which the title of Viceroy of India will be altered to Governor-General of India and Burma. A wide extension of local self-government of Burma is contemplated by means of committees. The Burma legislature is to consist of 92 elected members, 59 nominated and six cx-officio members .while an Executive Council of six will he divided into three committees dealing with home affairs, finance, and development, each containing one official and one nun-official member. Of the non-official members recommended one will !«• European and two Burmese.
