Mr Herbert Samuel has been appointed a Knight Grand Cross of the BriUsh Empire on his appointment as High Uom-mis-ioner of Palestine. Sir Herbert Samuel, in a statement of policy, say- complete rehgous liberty will be maintained in Palestine and the sacred places will remain under control of adherent- of the respective religious. The civil administration of the country will be immediately established, the higher ranks consisting of British officials. Other ranks will he open to the local population irrespective of creed. Order will be firmly enforced, and the economic development of the country actively promoted. Measures will he adopted to reconstruct the Jewish national home. Roads, railways, harbours, and electric power will be provided, waste lands reclaimed, forests planted, malaria exterminated, industries in towns and villages encouraged, and immigration developed.
