(Received June 9, 10.30 p.m.) Dr Berriedale Keith. replying to Mr Theodore, states that the Queensland constitution rests on usage. In swamping the Upper House, the Acting-Governor acted unconstitutionally. With regard to the referendum, Dr Keith says when the leases legislation was rejected, the Government initiated a referendum, but did not proceed with it. He asks; “Is it unfair to suggest that the Government distrusted the popular verdict on this measure of repudiation?”
