The report urged the need for tcr- ; minuting the leases of millions of acres held by large companies and financial institutions, to provide living areas for thousands of landseekers who were unable to obtain land. It condemned proportional representation and the proportional system under which electors were hoodwdnked and unable to get a square deal. It emphasised the need for : harmonious relations between the party and the Labour Council, but in order to secure 1 this it was absolutely imperative that the personnel of the Council should bo changed, otherwise unity of effort was out of the question. Socialism in England the bulk of opinion, both of employers and employees, appears to be that it is unlikely at present to obtain a footing in Australia.
