MILNER COMMISSION'S REPORT. A FORECAST. (By Telegraph.— Prcs-s Assn. -- Copyright.) (Australian and N.Z. Cable Association.) LONDON, Juno 2. The Daily Chronicle states that the Milner Commission's Egyptian report is complete. It recommends threat constitutional changes, giving the Egyptians a substantial amount of administrative control, including certain branches of the Judiciary, but British coutrol of public security should not he impaired.
