The International Labour Office of the *<eague of Nations notifies that 21 States will attend the conference at Genoa on June 13 to discuss, matters particularly concerning the mercantile marine. The official notice specifiit.- a few States not attending as the questions are of no interest to them. It directly singles out the abstention of New Zealand as the most, remarkable, although the Dominion replied to certain investigatory questions which were circulated.

The notice describes the special position obtaining in New Zealand owing to the arrangement between the New Zealand Seamen’s Assoeiuliori and the Federation of Shipowners and also other conditions. The Japanese delegation will be extraordinarily large.
