Shadbolt against the decision of the Manawatu Trotting (')ub in dismissing his protest again -t Ballin for galloping in the Palmerston North Handicap, the board upheld the Appeal Committee’s decision that it was a question of fact, in which no appeal could lie. It was agreed to issue a circular to clubs requesting that the rule preventing persona going on to the track prior to the start of a race without the permission of the stewards be enforced.
