GRADING AND APPOINTMENT OF TEACHERS. (Per United Press Association.) WELLINGTON, May 14. The Education Conference passed the following resolutions;— This meeting considers that the time a teacher or inspector spent on active service should b# reckoned as double time for superannuation and grading. That an infant mistress and senior woman assistant in schools of Grade 6C or higher should be placed for grading purposes in a group not lower than Group 4. That the appointment of teachers by Education Boards shall be made in accordance with the grading list, with provision for special positions as defined by the senior inspector, provided that the salaries be biought into better relation than at present to the value of the various positions; and that provision be made as far as possible for placing teachers in positions corresponding to their efficiency. The committee recommends that grading groups be made on the basis of the position. That when groups are based on the position, some of the present Group 2 teachers be placed in Group 3, and some of the present Group 3 teachers in Group 4. That the present Groups 5 and 6 should be combined, and that some of the present Group 4 teachers should be placed in that group. That teachers receiving salaries of Grade 7 should be placed in a separate group. Mr T. Forsyth, chairman of the Association of Education Boards, speaking with reference to the resolution passed in connection with the appointment bf teachers, said the Boards would welcome the provision of a reliable grading list, and, provided the teachers wished it, the Boards would offer no objection to the appointment of all teachers by some central authority.
