NEW YORK, May 10. (Received May 11, 7.40 p.m.) The Belgian Minister of State, M. Franqui; and the President, M. Hankar, of the National Bank of Belgium, have arrived to arrange for the postponement of maturity of fifty million dollars of Belgian bonds issued subsequent to the armistice. M. Franqui said the labour situation in Belgium was satisfactory, the production of coal this year equalling that of 1913, while industrial production generally was ranging from 35 to 60 per cent, of the 1913 figures.
