I'HE Town Council having resolved, under the borrowing powers conferred on the Corporation by the " Otago Munisipal Corporations Ordinance, 1865," to contract a second LOAN of £3,500, sealed tenders will l)e received up to 3 p.m. of the 20th November, 1873, for Seventy (70) Fifty Pounds (£SO) Debentures. To have a currency of twenty years from the date of issue, and bear interest at the rate of six per cent, per annum, payable half-yearly at Punerlin or Invereargill. The highest or any tender not necessarily accepted. Tenders to be endorsed, " Tender for Debentures." The interest and sinking funds on loans are a first charge upon the rates. The Debentures will be redeemable bj a Sinking Fund, invested annually by Trustees appointed by the Superintendent. The money raised will be expended exclusively on the drainage of the town, and formation of streets. The Rates for the statutory financial year, ending 19th April, 1872, amounted to £1046 9s, of which £10 18s 6d remains unpaid. For 1873, £1230. For 1874, £1386. The annual revenue amounts to about £4000. In pursuance of the powers and provisions contained in Section 186 of part 13 of the " Municipal Corporations Aot, 1867," the Council of the Town of Invercargill ordains as follows, that ia to say : — Any person guilty of any of the following offences, omissions, or neglects, within the Town of Invercargill, shall, on being convicted of any such • offence, neglect, or omission, be liable to pay any penalty not exceeding (£5) five pounds : 1st — Throwing any glass, filth, dirt, rubbish, or other matter of a similar nature, upon any street, footway, court, alloy, or public place whatsoever. 2nd. — Rifling, driving, leading, or wheeling any barrow, cart, dray, or carriage, upon or along any footpath without permission from the Town Council to do so. 3rd. — Placing any timber, bricks, stones, or other building materials upon any footway, channel, surface drain, or carriage road, without such permission as aforesaid. 4th. — Burning any shavings, straw, or other ; materials or matter upon any footway, carriage road, or open or public place, without such permission as aforesaid. stb. — Leaving any inflammable materials or matter in any pnblLj shed or place, or on any open space near any building, without such permission as aforesaid.
