THE NEW TARIFF.

A committee appointed by the Danedin Chamber of Commerce to consider the new tariff hare reported as follows : — The Committee appointee? to ascertain the probable effect of the proposed ad valorem duties hare to report :— 1. That they baye caused a calculation of differences between existing duties and those now proposed to be made on the basis of the latest published statistics of the Colony, namely, those for the year 1871. A statement of these in detail is appended to this report, and shows the following results : — (a) That there will be a large increase of rerenue under all the headings adopted by the Customß Department for classification of imports, with the single exception of confectionery, the redaction under that head being rather less than 12 per cent. (b) That the Customs revenue actually collected in 1871, on the articles which it is now proposed to tax ad valorem, was £116,275 ; and that under the duties iiow proposed the receipts would have been £231,681, or rather more than double. The calculations of ad valorem duties are ne- .. cessarily based on the declared value of imports, and their correctness depends on the relation these bear to the values on which the proposed duties will be levied. Careful inquiries have therefore .been made as to the manner in which j the; declared values on import entries are usually computed. The replies show that out of twenty-one firms, who are the principal importers of goods affected by the change of duties, nine are in the habit of pausing entries at home invoice value ; one at home invoice, with freight added ; six at an advance for charges averaging 10 per cent. ; three at 20 per cent, advance on home invoice ; one at 25 per cent. ; and one at market value here. The ad valorem duties are to be levied on values taken at an advance of 10 per cent, on home invoice. It appears probable therefore that the average of declared values of imports under the old system will prove to have been smaller than those on which it is now proposed to impose' the new duties. The results obtained from the calculations based jm the statistical tables are entirely corroborated by the estimates which have been furnished to the Chamber and the Committee by various importers of ' the actual increase of duty they will haVe/to pay on their own importations ,nnder<the.proposed system. : 2. have upon the rising manufacturing industries of the Colony. Several of the replies obtained are appended to this report. From' these it appears that the hat manufacturers are the most severely dealt with, and will probably no longer be ablo to compete with imported goods if the proposed tariff is brought into force. The new taxes on sheet iron, iron bolts, ingot, sheet, and bar copper, and pig lead, will add to the coat of machinery, etc., manufactured here, and the manufacture of confectionery, fo«- which the raw material is heavily taxed, will be discouraged. Tour Committee recommend that copies ot this Report, and of all information collected, should be transmitted to the Hon. the' Treasurer, and to Hi* Honor the Superintendent, for their informarion.
