Saturday's sitting of the Assembly, when a resolution waa arrived at against a dissolution, has favorably impressed the Paris commercial world. M. Thiers declines to take the initiative in carrying into effect the proposal for constitutional changes. He believes the sole, remedy for the difficulties to be the creation of a second Chamber. It is his intention, in the event of the report of the committee being opposed to his views and projects to appeal to the Assembly. Beblin, Dec. 17. Prince Bismarck only resigns the Premiership, but the Berlin papers are not satisfied, and insist upon his retaining it.
