The following cable telegrams were put on board the Tararua at Port Phillip Heads : — London, Nov. 4, 6 a.m. The Polynesian kidnapping outrages «xcite indignation and horror. The Times insists that England should do her duty and suppress the nefarious business by increasing the Australian naval squadron. Mr Forbes, manager of the newly organised Food Company, has started for the River Plate to purchase cattle. Mr Hoebuck, in a speech at Sheffield, eulogised the House of Lords as the greatest safeguard England possesses. Mr Baxter, in addressing his con- ■ etituents, said that the ballot will not cure \ bribery, as it is impossible to prevent voters from announcing their votes. Seeing the efficiency of the army and navy, be asked whether the time has not come for the reduction of armaments. Sir James M'Culloch has declined the Victorian agency. Lieutenant Cameron accompanies Sir Battle Frere to Zanzibar to make a scientific exploration of the country.
