"WELMKOToy, Sept. 3. The committee to whom the matter was referred have decided that the threat of Mr J. Martin to punish Mr Andrews for words used last session in the House, constitutes a breach of privilege, and recommends that the House should protect Mr Andrews. Mr Fox moved that the report be taken into [consideration to-morrow, by which time the opinion of the Crown advisers would be received and laid on the table. The Premier, Mr Fox, says the action of the Legislative Council last session with regard to the " Payment to Provinces Bill " was unparliamentary, and would not have been allowed by the British House of Commons on the part of the Lords. Mr Shepherd, Otago, is now making a locg rambling speech in reply to Mr Fitzherbert. The opposition have a certain majority of five. J Sept. 4. The House has decided that Mr John Martin was guilty of a breach of privilege in threatening to make Mr Andrew (member for Wairarapa) pay £500 for a vote he gave last session, Mr Martin having lodged an application for a part ot Mr Andrew's run. Mr Martin has been subpoaaaed to appear before the bar of the House on Tuesday. The debate on Mr Stafford's resolution will be completed by arrangement tonight. Messrs Sheehan and Ormond will speak, and then Mr Stafford will reply. Sept. 5. The arrangement to close the debate last evening was broken through by the supporters of the Government. Mr Hunter occupied the House for two hours, but said nothing new. Mr Sheeban followed for the Opposition. The debate was adjourned till to-day, and the division will probably take place to-night. The Post announces a rumor that Mr Yogel intends to resign hiß seat and go home to England. The debate was resumed to day by Mr Williamson, who spoke in favor of the resolution. He pronounced against the ! Government, and in favor of a coalition Ministry. The debate was then adjourned till tonight, when Mr Or n-Miil speaks and Mr Stafford replies.
