FRANCE.
The President and National Assembly nave effected a compromise in the Army Bill, securing 1,100,000 men, and establishing universal compulsory service between the ages of 20 and 40, in the active or reserve army. The Due D'Aumale made a great and successful speech, decrying the system of I hnproYised armies. The Commission on Contracts has denounced the Imperial Government as having precipitated war without making adtquate preparations. M. Eouher attempted a defence of the Imperial Government, but it was a crushing failure. Napoleon, in a letter to his generals, has accepted the responsibility of the surrender of Sedan, which was forced upon the commanders by a cruel and inexorable necessity. The Versailles Biding School is being fitted up for the trial of Marshal Bazaine. General TTbricb also demands a trial. Tensier and Bondin, Communist prisoners, were executed at Satory on May 25. Grelier and Brissac were sentenced to penal servitude for life.
