Wednesday, 29th Mat. It being now midnight, the Council proceeded to consider the Bill clause by clause. Amendment after amendment was made and discussed until 8 a.m., when, the Council adjourned for two hours. The Council reassembled at 10 o'clock, when a last unavailing effort was made by the opponents of the Bill to throw it out. The third clause, which had constituted the bone of contention, was passed at about 11 a.m., after a debate which had lasted nearly thirteen hours. Shortly before 12 o'clock the Bill was reported with amendments, and its third reading was made an order of the day for Friday. The Council then adjourned until 2 p.m. On the Council resuming, Mr Shand moved — " That the Government be empowered to expend the sum of £12,000 during the year for immigration purposes, should they see that the General Government are not competent to deal in the matter." Mr Reid proposed as an amendment that the following words be added, viz., " And, in the event of any liability being incurred under this resolution, this Council pledges itself to vote the sum necessary to discharge the same." Adopted, with amendment added. j On the motion of Mr Reid, it was agreed to present an address to the Superintendent, recommending that 100,000 acres of land be set apart as an endowment for the Otago University, being runs 1 of C, 2 of C, and part of run 189, bounded towards the north-east and east by the Waitaki river, and its Ohau branch, 208,000 links ; towards the south and south-west by a reserve and the

Ahuriri river, 112,000 links ; and towards the west by run 3 of C, and the remaining part of run 189, 112,000 links. A bonus of £1500 was agreed to encourage the establishment of a Paper Manufactory ; £300 for a Bottle Manufactory : and a sum not exceeding £1000 for a Sack and Wool pack Manufactory. Mr Shepherd's motion for empowering the Superintendent to negotiate with the G-eneral Government for the sale of the Bluff Harbor and Winfon Railway, was opposed by the Proviucial Secretary, followed by Messrs Holmes and Lumsden, on the ground that it was premature, and ultimately lost on the voicea.
