A fresh Cabinet has been formed under Segasta. Topete takes the colonies and Annuls finance. Great excitement exists relative to Cuba. The United States are assuming a threatening attitude. Six war vessels have been despatched by Spain, taking 10,000 additional troops. A reii,m of terror exists in the island consequent on the atrocities perpetrated by the volunteers. America is likely to interfere.
