Paeis, Dec. 10. There is a complete disagreement between M. Thiers and the Orleanist Princes respecting the right of the latter to seats in the Assembly. It is reported that a change in the French Government is imminent. M. Thiers will relinquish the Presidency in favor of the Dae d'Aumale, when the whole of the details are arranged. The cause of the change is M. Thiers's ' inability to withstand the Right — re-
turned from the Provinces — which is very hostile to his Government. He fears the constantly increasing power of the Imperialists in the army. France sympathises with the Pope in the maintenance of his spiritual independence, and is willing in case of need to give him support. The relations between France, Russia, and Austria are cordial. The President advocates the establishment of compulsory military service _in time of war, and proposes the limitation of the annual contingent to 90,000 men in time of peace. The German Government has declared all the provinces still occupied by the armed forces in a state of siege, in consequence of the frequent commission of murders and assaults on German soldiers. The military authorities at Epergnay executed two Frenchmen for killing a German sentinel. A great fire occurred in a hotel in the Rue de Louvre, Paris, when a large number of handsome shops were destroyed. The palace was saved. A terrible colliery explosion occurred at St. Ebbene, when fifty miners were killed. A special despatch from Alexandria reports a collision between steamships carrying passengers and mails. Seventyfive Algerian pilgrims were drowned.
