MUNICIPAL COUNCIL.

The Council met last night. Present — The Mayor, and all the Councillors. A letter was read from Mr J. T. Marfin, asking the Council to fix a daj for meeting a deputation from the inhabitants of Spey street, respecting the reconstruction of the drain in that locality. Councillor Pratt deprecated the principle, of receiving deputations on matters of this kind, and moved that the requisitionists should be told to convey any request they might have in writin g. 1 He thought it was wrong for the Council to receive deputations under any circumstances until the subject-matter had been communicated. He would have objected to the deputation from the School Committee being received had he been present. Councillor Garthwaite seconded the motion. Councillors Jaggers, Lumsden, and Blackwood spoke against the motion, and an amendment that the deputation should be received on Thursday evening next was tabled. On being put the amendment was carried by a majority of one. A letter from the School Committee was read, naming a section proposed to be exchanged for one to be given by the Council. The proposal was agreed to, and the exchange instructed to be carried out. Councillor Pratt brought up a report from the sub-committee appointed to consider the conditions upon which the Jetty should be leased. After a lengthened discussion, the report was adopted, and an advertisement inviting tenders ordered. At 10 p.m. the Council went into committee to consider the valuation roll, the establishment of a Fire Brigade, &c.
