The Spanish Government is rigorously prohibiting the export, of contraband" of war to France. In Italy the acquisition of Borne gives trouble to the Government. A dissolution of Parliament is expected. The disposal of the Pope occasions great perplexity. The delay of the King's visit to Borne, and of the proclamation of Borne as the capital, produces a feeling of distrust. The Pope is promised a mock court and an independent postal and telegraphic service. Pio Nono, however, has issued a protest. Sella and Marmora are organising the administration of the city Government*. Austria and Prussia refuse their intervention in the Boman question. Tliere are Ministerial crises in Holland and Belgium in consequence of the German sovereigns and princes at Versailles settling a new constitution for United Germany. Bavaria is demanding exceptional privileges. On his entrance ■ into Paris King William will probably, be proclaimed Emperor of Germany.. A secret treaty . between Bussia and Prussia is affirmed. ';,.',.., The Hungarian DiGt refuses to break neutrality by discussing a ' motion ■of sympathy with France. -
