The Publicans Statute Amending Bill has finally passed the Victorian Assembly, and has been sent to. the. Upper House. The new Insolvency Bill has been received thence, and has passed through Committee. It provides that no certificate shall be granted unless the estate realises 7s in the £. The 'payment of members Bill has almost passed.the Assembly. These three Bills are likely to become law, and Parliament to prorogue before Christmas. The General Elections will take place in February. ' In the case of Stackpoole v. Hugh Glass, an appeal to the Privy Council was allowed, to decide whether the deed of assignment executed by Mr Glass is valid. The E.M.S. Avoca took 3000 ounces of South Australian gold, being the first shipment of gold from that colony. r r The Supreme Court has decided that a patent cannot be sold by the sheriff. The Echuca Meat Preserving Company has stopped, owing to its overdraft being withdrawn. A new Company is being formed. Mr Cotterell has closed his first season at the Polytechnic. It was a most successful one. He will make a short tour and then reopen in Melbourne with ■ a cabinet of colonial celebrities, which is likely to prove a great success. The New South Wales Ministry have resigned. Sir Charles Cowper is going home as Colonial Agent, but the Assembly have refused to vote his passage expenses. Sir James Martin has undertaken the task of forming a Ministry, but progresses slowly. He does not intend to take Mr Parkes into his Cabinet. The Herald had a strong leader against Mr Parkes, who res»gned|his seat, threatening to bring an action for libel against the Herald. Outsiders consider that he is piqued at not being taken into the new Cabinet. The full Court has confirmed the convictionjjf Campbell, for the murder of the brotheFs PohlmaK — — " r '
