DUNEDIN, NOV. 17. The Dunedin races are to come off on the Forbury Park course on the 22nd and 23rd February. Messrs Peyman and Abbott offer to construct the Clutha line at £5000 per mile, and the Invercargill and Mataura line at the same price. The General Government say that the first - mentioned must be constructed under a guarantee, while with regard to the second, the Government has been advised that it cannot enter into an absolute contract. • In the Council to-day, Mr Eeid moves " that while it is desirable that public works should be constructed, it is not ad- | visable to recommend their construction j until the constituencies consider the Public "Works Act, or until it is modified." Mr J. W. Harrison opposes Mr Macandrew at the Clutha. News from "Wellington states that Mr Yogel has been appointed Agent-General for the colony, and that he goes home in January. The report rests on good authority, and is generally believed. The Executive and Superintendent of Canterbury have disagreed regarding a claim for interest by the Bank of New . Zealand. • • The Executive think that the whole case should be submitted to arbitration, while the Superintendent contended that, as advised by the previous Executive, he had declined to submit the matter to S arbitration, and therefore an administrative act done by him could not be reopened. Mr Hall's statement about the action of the Executive was received with emphatic cheers, and the Council immediately afterwards adjourned. It was to meet to-day at 5, when Mr J. S. Williams was to bring on a . motion to the effect that the present Executive is not necessarily bound by an administrative act done by the Superintendent with the advice of the former Executive, except in cases where the good faith oT~theProvihce""would be involved. The Executive will be supported by a large majority, and a deadlock is anticipated. The Superintendent is likely to resign. In the Council to-day a motion was tabled to make arrangements for union with Otago and Southland. Mr Macassey is a candidate for the representation of Dunedin in the General Assembly. At a sale of sugar held yesterday there was a large attendance, and bidding was spirited. Prices realised were an increase on last quotations. Mr Driver addressed his constituents on Monday last, and received a vote of confidence.
