A very late telegram from Brussels, published in Dundee, states that it was reported there that the Emperor Napoleon was suffering from febrile monomania, during the paroxysms of which he continually cried out that he was betrayed. It was expected in London, when the mail was despatched, that the submarine cable from Madras to Penang would be laid by the end of the year, and that China and Australia would be in electric communication with England by the middle of next year.
