THE UNITED COUNCIL ELECTIONS.
• In accordance with the provisions of the eleventh section of the Union Act, 1870, the members of the late Provincial j Council of Southland met in the Couocil Chamber yesterday forenoori,;to seven of their number to represent^ the district at the forfchcomin<?-Bpeo'al session' of the Ofcago Council. Wm. Wood, E*q., Superintendent of the late province, pre sifled. The members present were "Messrs ' Christopher Bass hian, Gr^o.iM. "Ball, Win. j H.\.Calder, Edmund Qillow, ston, Andrew^ Kinross,- Wm. A. Lyon, Thos. M. Macdonald, Lachlan TVFG-illi-vray,. Andrew Toshack. Greorge Webster, and James Wilson. The absentees wpre Messrs James M. M'Clure, Alex. M'Neill, John Petchell; and William Steuart. The election was conducted upon the ballot principle, an improvised anti-chamber having been erected inside the hall for the purpose of filling up the election papers. The entire proceedings were regulated by the proclamation under the hand of his Excellency the Governor, which the chairman read and explained as a preliminary part of the business. The meeting excited some attention, still the nuMic attendance was but limited. ,Mr James M'Clure, member of the late Council for the New Tliver district, appeared during the meeting and lodged a protest, which the chairman declined to receive on the ground that the proclamation made no provision for such a contingency. The protest waa worded as follows: — PROTEST. T, J. M. M'Clure, decline to record my vote in this instance, for the following reasons : — . 1. That the transfer of the right of electing their representatives from the several constituencies, to the members of the late Provincial Council, is unconstitutional. 2. That such transfer is without precedent. 3. That the establishment of »uch a precedent strikes at the root of the electoral franchise, and is fraught with danger to representative institutions. ■■'..•:■• 4. That the exigencies of the case have not called for this arbitrary act. 5. That taking part in carrying, out the act of reunion, would be to sacrifice the principle of iiUe'gHty m the conduct of Provincial affairs, to end in Provincial disorganisation.
